does anyone believe a device is listerning to them
is this normal with bpd or is it something else

Such a delusion, if it is indeed a delusion, would be indicative of psychosis.

If you can consider that it isn't quite accurate then I suspect it isn't psychotic in nature. Delusions are fixed, concrete beliefs that are not based on reality and cannot be shaken by evidence. If you have to question if it is real or not, then its most likely not psychotic. But that's just a singular view and I don't know you personally.
